modernize immigration registry systems and regulate the labor
market, the Supreme National Committee for Demographic Balance
has announced the introduction of a special procedure for
long-term Civil ID renewals.
Under the approved regulations, expatriate residents who meet the
baseline criteria are entitled to apply for a fixed 15-year
Civil ID status. The official government fee for processing and
document issuance under this initiative is set at 5 Kuwaiti
Dinars (KWD).
Regulatory and Legal Framework
The procedure and legal standing of the program's participants
are strictly governed by the current immigration laws of the
State of Kuwait and the directives of relevant authorities,
including:
- Amiri Decree No. 17/1959 on the Expatriates Residence Law,
as amended;
- Ministry of Interior Executive Regulation No. 502/1993;
- Directives of the Public Authority for Manpower (PAM)
regarding the optimization of skilled labor structures
within the country;
- Resolution of the Supreme Committee for Demographic Balance
No. 4/2026 on the implementation of experimental migration
frameworks.
